Dr. Pan was a career trade unionist with experience in local, national and international unions and has been an educator in the field of industrial and labor relations. He has served as an ILO International Labor Conference Delegate of the International Confederation of Free Trade Unions and has been the General Secretary of the Chinese Federation of Labor.

Dr. Pan received his Master and Secretary of the Chinese Federation of Labor. Dr. Pan received his Master and Doctoral degrees from the ILR School at Cornell University.
